BackgroundRussia accounts for most new HIV infections among people who inject drugs (PWID) in Eastern Europe and Central Asia, and PWID have high overdose risk. Opioid agonist therapy (OAT) is prohibited, and coverage of needle/syringe programs (NSP) and antiretroviral therapy (ART) is limited. We assess scaled-up harm reduction and ART on HIV incidence and overdose among PWID in two settings in the Russian Ural and Siberian districts where HIV is surging.
