基于二元语义的集控水电站群安全管理评价

     

摘要

Compared with the traditional management model of setting the central control room in the single hydropower station,centralized control management of hydropower station grou Pcan save manpower cost,increase operational benefits and enhance the efficiency of utiliza-tion of water resources. The PSR model was applied to the safety management evaluation. Through the analysis of the model of pressure-state-response,a hydropower development company’s centralized control hydropower stations safety management evaluation index was divided into safety rules,emergency management and safety culture atmosphere. Considering the traditional methods of evaluating could easily lead to the loss of information,the grou Pevaluation method of two-tuple linguistics had been introduced. The results show that the comprehensive safety management performance of this company stands between qualified and better,and slightly approaches qualified;this method is feasible in practice and relatively easy and effective for making right evaluation.%相较于传统的单个水电站设置中控室的管理模式,集控水电站群管理模式能够节省人力成本,增加经营效益,提高水资源利用效率等。将PSR模型应用到安全管理评价中,通过分析压力-状态-响应模型,将某水电开发公司集控水电站群安全管理评价指标划分为安全制度、应急管理和安全文化氛围3类,并考虑到传统的安全管理现状评价方法容易导致信息缺失的特点,将二元语义群评价方法引入集控水电站群的安全管理评价中,结果表明:该水电开发公司的集控水电站的安全管理现状综合评价结果介于合格与比较好之间,且稍微偏向合格级别;该方法在实践中具有可操作性,能够相对简单有效地对集控模式下的各电站安全管理现状作出正确评价。
