意大利可再生能源配额制及对我国的启示

世界上多个国家和地区将配额制作为支持可再生能源发展的一项重要的政策工具，以促进可再生能源发展。本文在深入研究国外配额制典型模式的基础上，以意大利配额制政策为例，着重分析意大利电力体制概况，剖析了意大利配额制政策的关键要素，并得到了一些有益的启示。%For a number of countries and regions in the world, the quota production to support renewable energy development is an important policy tool to promote renewable energy development. Based on the in-depth study on the typical patern of the foreign quota system and take Italian quota system policy, as an example, this paper analyzes the general situation of Italian electricity system and the key elements of Italian quota system policy, and get some useful enlightenment.
