小型水利工程产权制度改革探讨

摘要

In order to adapt to the need of socialist market economy, to clear property rights, unleash the rights of use and make the management rights vigorous, is an effective method to solve the problems existing in the uncertainty of property rights, insufficiency of investments and improper operation in the current situation of small-sized water conservation project. And this has crucial significance in achieving the goal of social diversification as well as the industrialization of water con-servation project. By introducing the present situation in property rights and experiences from reformation in inside and out-side the province, what needs attention in the reformation of this system is presented.%　　为适应我国社会主义市场经济需要，对小型水利工程明晰产权、放开使用权、搞活经营权等一系列产权制度改革，是解决我国现状小型水利工程产权不清、投资不足、经营不善等问题的有效手段，对实现社会多元化办水利、推动水利产业化进程具有十分重要的意义。介绍了小型水利工程产权现状、省内外改革经验，提出我国小型水利工程产权制度改革思路和应注意的问题。
