基于多属性决策和Delphi法在工程评标中的研究

             

摘要

为了使水利工程招投标活动更加公平、公正的进行,引入一种新的评标方法。通过对水利工程评标的实际问题进行系统的分析和研究,把招投标活动中项目的多方案优选作为多属性决策的研究对象,结合工程评标中各项评价指标,建立了基于多属性决策的工程评标模型,构造出最佳方案和最差方案。采用Delphi法确定工程评标中各项指标的权重,从而计算出每个方案相对于最佳方案的贴进度,依据贴进度的大小对方案进行排序。最后,通过一个工程评标算例分析论证了该评标模型的可行性和有效性。%In order to make the water conservancy project bidding activity more equitable and impartial, this paper lead into a new method for the evaluation. Through analyzing and researching the problem of multi-attribute decision-making sysmatically, project bidding program optimization as a multi-attribute decision making, combing projects bid evaluation of the evaluation, an engineering appraisal bidding model based on the multi-attribute decision-making theory is established, and the best option and the worst option were constructed. By adopting Delphi method to determine Bids Scheme weight indicators, then the closeness coefficients of every option are calculated. Furthermore, the options are ranked by the closeness coefficients. Finally,the computing analysis of an engineering appraisal bidding example showed the feasibility and effectiveness of this model.
