The road traffic barriers lead to the slow development of small and medium-sized enterprises in the west area, the distribution of small and medium-sized enterprises is very uneven. The lack of small and medium-sized enterprises in county and township (town) makes farmers have to go out to work, college students are not willing to come back to the township (town), which eventually leads to labor force flowing out, employment concentration, the gap between rich and poor and the gap of regional economic development is too big, which will produce conflict hidden trouble and social instability. In order to speed up the development of small and medium-sized enterprises, industrialization and urbanization in the west area, overall plan the coordinated development of population, natural, environmental, economic and social, this paper puts forward that taking speeding up the construction of fast network in western region as national strategies, policies and predictions.% 简要论述因道路交通障碍导致西部地区中小企业发展缓慢，区域内中小企业分布很不均，县乡（镇）区域缺少中小企业导致农民迫不得已外出打工，大学生不愿意到（回）乡（镇）创业，最终导致劳动力外流与就业过于集中、贫富差距和区域经济发展差距太大，并由此产生矛盾隐患和社会不稳定等问题。为加快西部地区中小企业、工业化和城镇化发展，统筹人口、自然、环境、经济和社会协同发展，提出把加快西部地区快速路网建设作为国家战略、策略及预测。
