轨道交通规划与城市控制性详细规划的对位缺失

摘要

In the current urban planning system, the rail transit planning hasn't reached the planning level corresponding with the urban regulatory detailed planning. This contraposition absence will reduce the accuracy of regulatory planning and weaken its control over the urban development. In addition to improving control level of rail traffic planning,it can be also solved by solidifying the influence of regulatory plan through quantizing the spillover benefits of rail transit and meanwhile a development focus of regulatory planning must be made clear.%在当前城市规划体系中,轨道交通规划没有形成与城市控制性详细规划相对应的规划层面.这种对位缺失会降低控制性详细规划的准确性,削弱其对城市开发的控制力度.解决方法是:除了轨道交通规划控制层面的增加,也可通过量化轨道交通的外溢效益来固化控制性详细规划的影响,同时明确控制性详细规划的编制重点.
