基于“管理服务采购”模式的轨道交通建设管理与运营服务

     

摘要

Guangzhou-Foshan Metro (GFM) was built on the joint investment and construction of the two cities, it has 21 stations with a total length of 32.16 km (100% underground), as the first intercity metro line of China, it also forms a part of the Pearl River Delta rapid rail transit system. The full-scale construction of GFM started in June, 2007, and the formal operation on the first section (between Kuiqi Road and Xilang Station) was in November, 2010. The management-service-procurement (MSP) model is introduced in and applied to the whole process of the construction and operation of GFM by Foshan Metro Cooperation Company Limited. The investment for metro construction breaks the geographic barrier of two cities, verifies a new management mode which is of great reference value for other domestic cities in the construction and operation of intercity rails.%作为全国第一条城际地铁线路的珠江三角洲城际快速轨道交通广州至佛山段项目(以下简称“广佛地铁”)是突破了国内城市轨道交通行业业主自行建设与运营管理的传统模式,开创性地将“管理服务采购”(MSP)模式引入地铁建设与运营的全过程.介绍了该模式在如何选择最合适的服务商,如何确保项目管理的有效性,如何有效降低建设和运营成本,以及如何同步培养后备人才方面所做的探索.
