Social distancing to fight the COVID-19 pandemic has highlighted the importance of contactless technology,represented by remote work,video conferencing,online education,online payments,and so forth.The flourishing information infrastructure has supported the normal operations of social and economic order during the pandemic.To hedge against the risk of an economic downturn,the Chinese government has proposed accelerating the construction of new infrastructure,such as the fifth-generation mobile communication(5G)network and data centers,and cultivating a data factor market.Thus,digital infrastructure construction is becoming a national development strategy.
