The report of the 19th National Congress of the Communist Party of China has put the opening up and development of a new phase to move Chinese industries up to the medium-high end of the global value chain as one of key strategic goals.Because Chinese industries have been at the low end of the global value chain for some time,they have had comparatively little access to the distribution of value.
