中国知识产权服务能力分析--基于14个副省级国家知识产权示范城市情况

摘要

At present,sub-provincial national intellectual property model cities have a strong IPR service capability.The study shows that although intellectual property service systems in these cities are running smoothly and have good basic ser-vice abilities,but they are still at a primary stage.It points out that there exist some problems in the IPR services,such as lack of marketization motives,lagging high-end services,lower standardization degree and international level.This paper suggests that in order to improve the service capability of intellectual property,measures including market incentive, resource gathering,typical demonstration and training of personnel should be considered.%副省级国家知识产权示范城市是目前我国知识产权服务能力较强地域代表。研究认为，上述城市知识产权服务体系整体运行流畅，具备较好的基础性服务能力，但仍处于知识产权服务的初级阶段，存在知识产权服务市场化动力不强、知识产权服务高端化发展滞后、知识产权服务规范化程度不够、知识产权服务国际化水平不高的问题。建议按照市场激励、资源集聚、典型示范、人才培养的思路提升知识产权服务能力。
