天津现代农业产业技术体系以解决制约产业发展的关键技术和提高服务产业能力为目标, 以农产品为单元、以产业为主线, 依托现有优势科技资源组建创新团队.本文经过调研, 在总结体系建设运行效果基础上, 发现在创新团队建设、交流合作、信息化手段等方面存在问题, 提出健全产业体系内部资金管理制度、建立长期有效的激励约束机制、构建精准监管长效机制、搭建信息化服务平台等方面对策建议, 以期能够实现更好服务于天津农业农村现代化建设.%Tianjin modern agricultural technology system aimed for solving the key technologies restricting the development of industry and improving the capacity of service industries, taking the agricultural products as the unit and taking the industry as the main line, relying on the existing superior technological resources to form the innovation team.With investigation, on the basis of summarizing the construction and operation effect of the system, it was found that there were problems in innovation team building, communication and cooperation, and information technology, and some suggestions were put forward, such as improving the internal capital management system of industrial system, establishing long-term effective incentive and restraint mechanism, constructing long-term accurate supervision mechanism, and building information service platform, with a view to better serve the modernization of agriculture and rural areas in Tianjin.
