目前,我国现代煤化工行业存在资源消耗量大、生态环境影响突出,煤化工工艺"非正常工况高频次"导致其污染治理难度大,规划布局不当易引发环境污染风险,标准规范体系尚不完善等主要问题.为推动我国现代煤化工适度、有序发展,提出应切实发挥规划环评作用,合理规划布局,新建项目应承担环保示范任务,对已建现代煤化工示范项目开展跟踪评价,全面梳理和总结现有项目的经验和教训,严控新建现代煤化工项目选址和环保措施,同时加强煤化工环境保护基础研究,尽快推进配套标准规范的制订等对策建议.%At present, China's modern coal chemical industry is faced with problems such as high resources consumption, high frequency technical fault, difficult to control pollution, and improper layout planning causing environmental pollution risk.And the standard system for modern coal chemical industry is not perfect.To promote moderate and orderly development in China's modern coal chemical industry, the EIA planning should play an important role, and planning and layout must be rational.In addition, follow-up assessment should be carried out for modern coal chemical industry projects, as well as comprehensively summarizing the experience and lessons of the existing projects.Newly constructed modern coal chemical projects must undertake the task of environmental protection demonstration.It was also put forward to strengthen basic research on the environmental protection of the coal chemical industry, and to promote the standards and norms for the industry immediately.
