改善民生是保障社会和谐的重中之重

The Eighteenth National Congress of the CPC point out that Strengthening social construction should take guaranting and improving the livelihood of the people as the focus.This fully reflects that our party especially attaches great importance to people's livelihood to the social construction. Starting from a realistic goal of socialist construction China characteristics, the paper give a scientific analysis of the necessity, the importance of ensuring and improving people's wellbeing, It is pointed out that the internal consistency of ensuring and improving the Socialist People's livelihood and the construction of China characteristics, and discussed the principles and ways of guaranting and improving the livelihood of the people from the perspective of thoroughly implementing the scientific outlook on development which providing theoretical support and practical reference for the construction of the socialist harmonious society.%党的十八大提出，加强社会建设要以保障和改善民生为重点。这充分体现了我党对社会建设特别是民生问题的高度重视。从建设中国特色社会主义的现实目标出发，科学分析了保障和改善民生的重要性、必要性，指出保障和改善民生与建设中国特色社会主义的内在一致性，同时从深入贯彻落实科学发展观的视角探讨了保障和改善民生的原则和途径，为建设社会主义和谐社会提供了理论支持和实践参考。
