基于物元模型的延吉市土地利用总体规划环境影响评价研究

         

摘要

There is a good many of discussions in the environmen-tal impact assessment in general land use planning at present, how to construct an evaluation system and it's assessment method in general land use planning on county scale is rare. The intent of this paper is to has a initiative experiment in construction of the evaluation system and it's assessment method by a case study. The research can give a case to the study of the construction of suitable means of environmental impact assessment in general land use planning. In view of the social and ecological conditions in Yanji city, according to “pressure-response” model structure, based on AHP and Matter-Element model, this paper makes an assessment in general land use planning for YanJi city. The result show that environmental influence rank is Ⅱ. utilized efficiency and basic farmland conservation of land will have medium influence degree. The planning implement will play a unique pro-moting role in the social and ecological harmonious development.%  目前在对土地利用规划环境影响评价的方法研究方面有诸多的论述,如何构建适合县域尺度的评价指标体系与方法还不多见。本文旨在通过实例研究,在指标体系及评价方法等方面进行探索性的研究,为建立适用于我国的县域土地利用规划环境影响评价方法提供研究案例。结合延吉市的社会经济及生态条件,根据“压力—响应”模型结构建立评价指标体系,采用层次分析法结合物元分析方法对延吉市土地利用总体规划的环境影响进行评价。评价结果表明,延吉市土地利用总体规划对环境的影响等级为Ⅱ级。耕地转化率、基本农田保护率等单项指标对延吉市产生了中等程度的影响,规划的实施将对延吉市社会生态环境协调发展起到较大促进作用。
