黑龙江省耕地后备资源潜力开发评价研究

摘要

耕地后备资源是补充耕地的重要来源,是实现区域耕地总量动态平衡以及缓解粮食安全问题的一个重要途径. 本文针对当前耕地后备资源开发评价中偏重于可耕性而未考虑耕地社会、经济和生态影响的问题,通过对耕地后备资源潜力开发评价体系各因素的分析, 构建了耕地后备资源潜力开发评价指标体系.通过对黑龙江省相关数据的收集和整理,尝试对黑龙江省耕地后备资源潜力开发评价值进行了计算,并以此为标准,提出了黑龙江省耕地后备资源开发时序, 结果可为黑龙江省耕地后备资源开发提供参考.%Reserving cultivated land resources is an important source to replenish cultivated land, and to achieve the total dynamic balance of regional cultivated land as well as an impor-tant way to mitigate food safety issues. This paper is aimed at the present evaluation of the cultivated land reserve resources devel-opment, which emphatically considered the arability of the culti-vated land neglecting the social, economic and ecological effects on it. Based on the analysis of these factors, construct a new evaluation index system of cultivated land reserve resources potential development. Collecting the relevant data in Heilongjiang Province, try to calculate the potential development of cultivated land reserve resources. As a standard, propose the development sequence of the cultivated land reserve resources. This result can provide the reference for the development of cultivated land reserve resources in Heilongjiang province.
