The article explores the design program and quality guarantee system of large-scale major engineering, introduces its personnel organization and technical personnel responsibility of project team designing of large-scale major engineering, and mainly describes the design proce- dure and management scheme at various design phases, which has certain referring meaning for similar engineering design in future.%对大型重点工程的设计程序及质量保证体系进行了探讨，介绍了大型重点建筑工程设计项目组的人员组成及技术人员责任，着重阐述了不同设计阶段设计工序及管理方案，对今后该类工程设计工作具有借鉴意义。
