To begin with the engineering implementation phase, the paper analyzes the impacts of engineering change at design phase, bidding phase, and construction phase upon engineering cost as well as the significance of control, and puts forward effective engineering cost controlling measures at the project implementation phase, so as to maximally improve the investment benefits and to realize the project management target.%从工程实施阶段出发，分析了设计阶段、招投标阶段及施工中工程变更等对工程造价的影响因素及其控制的重要性，提出项目实施过程控制工程造价的有效方法及措施，从而最大限度地提高了投资效益，实现项目管理目标。
