基于分项计量数据的建筑碳排放权交易探讨

城市是人类生活的重要地域，随着人们对气候变化问题的关注和对生活环境要求的提高，建设低碳城市已经成为越来越多人的共识。作为城市温室气体排放的主要来源之一，建筑的节能减排有着重要意义。讨论了建筑领域碳排放权交易的现状、必要性，以上海市长宁区的建筑能效监控平台为例，探讨了在城市或区域实行建筑碳排放权交易的可能性，并提出了实施的若干建议。%City is an important area for human life, with people’s attention to climate changes and living condition improvement, construction of low carbon city has become common sense to more and more person. As one of main city greenhouse gas emission sources, building energy-saving and emission-reducing is significant. The article studies on building carbon emission trading qualification current situation and its necessity. Based on building energy efficiency monitoring platform in shanghai changning district as an example, the author discusses feasibility to carry out building carbon emission trading qualification in city or in region and puts forward some implementation suggestions.
