借鉴新公共管理理论推进农村土地产权制度改革

摘要

从我国城乡统筹下农村集体土地产权制度的现状出发,针对产权制度中所有权实现方式不明、农村集体土地征收补偿分配不公及差距大、农村社会保障覆盖率低、政府法治意识淡薄等社会问题,运用新公共管理的基础理论,探索确立了政府在产权制度改革中要走一条在公平与效率的抉择中加强政策储备、明确职责分工、增强服务理念的法治道路.%Based on the current situation of rural collective land property regulations in the overall urban-rural planning, and in view of the unclear implementation of ownership equity, the unfair allocation of compensation for rural collective land expropriation, the low coverage rate of social security in rural areas and the weak awareness of law in the government, this paper applies the theory of new public management to explore the solution to the issues, advocating that the government should stick to the laws in the reform of land property system, enhance policy reserves, define the assignment of responsibilities and improve the consciousness of service.
