山区城镇建设中地质环境资源开发利用的预控制管理研究——以三峡库区巴东、巫山、奉节为例

摘要

城镇化已成为我国社会经济发展的重要内容,但山区沿江城镇建设与发展却常受到特殊地形和崩塌、滑坡、水库塌岸等地质灾害的限制和约束.在城镇化建设过程中,人为扩大增加地质环境容量很容易造成过度开发,对城市地质环境造成不可逆的损伤和破坏.以三峡库区移民迁建城市中的巴东、巫山、奉节三座城镇为例,通过预控制管理的理念来指导沿江三城镇土地资源的科学合理的开发利用,对其建设中实施的预控制措施及成效进行了梳理分析,为同类型城市地质环境资源开发利用保护提供借鉴,为进一步研究地质环境资源保护预控制管理提出了思路和参考意见.%The construction along rivers in mountainous area is always limited by special topography and geo-hazards such as collapse,landslide and reservoir bank slump.In the process of urbanization construction,artificial expansion of geological environment capacity will lead to overdevelopment and irreversible damage and destroy to the urban geological environment.Taking three cities,Badong,Wushan and Fengjie,in the Three Gorges Reservoir area,this paper discusses scientific and rational development and utilization of land resources in the cities along the river with the notion of pre-control,and analyzes the pre-control measures and their effects in the construction of these cities,so as to provide a reference for the development of geological environment resources in cities of the same kind and to put forward new thoughts and proposals for further researches on the pre-control management to protect the geological environment resources.
