新常态：老龄工作深化改革需要树立“保民生、促发展”的正确导向

摘要

It analyzes the new normal which is faced by the reform of China's aging work. It discusses the relationship between the population aging and the new normal of economic development from five aspects including consumption, investment, export, innovation drive and economic risk accumulation. The reform of work on aging under new normal must crack the “paradox of aging undertaking development”, and the basic orientation, “secure people’s livelihood and promote economic development” should be established. The concrete suggestions from eight aspects to achieve the orientation are also proposed.%分析了我国老龄工作改革发展面临的新常态，从消费、投资、出口、创新驱动以及风险积累等五个层面，论述了人口老龄化与经济发展新常态之间的关系。认为在新常态下，老龄工作改革发展必须破解“老龄事业发展悖论”，树立“保民生、促发展”的基本导向，并从八个方面提出了相应的对策、建议。
