推进转型发展，稳定经济增长——对上海转型发展与经济增长关系的若干看法

摘要

当前上海肩负着率先转变经济发展方式的历史任务。推进经济转型发展，必须适当降低经济发展速度，加大经济结构调整的力度。上海经济转型发展主要表现为城市功能高度化、经济结构合理化、运行质量集约化和发展环境优质化，并呈现出运行阶段的一些主要特征。对上海来说，处理好转型发展与经济增长的关系是贯彻落实科学发展观、加快建设“四个中心”和实现“四个率先”的关键。%At present, Shanghai is taking the historic task to lead the transformation economic development mode. To promote economic transition, economic growth speed must be appropriate to reduce as well as the efforts of economic structural adjustment must be increased. Shanghai＇s economic transition can be presented mainly as the 4 aspects： advancement of urban functions, rationalization of the economic structure, intensive management and high quality of development environment. Correctly handling the relationship between transition development and economic growth is the key point for Shanghai to implement the scientifically development strategy, accelerate the construction of ＂four centers＂ and achieve ＂four priorities ＂
