构建我国房地产市场健康发展的长效机制

         

摘要

我国房地产调控经历了“支持→谨慎→抑制→再支持→再抑制”的5个阶段,这几轮调控虽然在短期内起到了一定的效果,但未建立起着眼于房地产市场长远发展的机制,并且由于政策反复而影响市场预期,致使房地产市场难以长期稳定的发展。要构建房地产市场健康运行的长效机制,必须从国家层面深化改革,必须从住房制度、土地制度、税收分配制度、金融制度、财税制度、房地产项目资本金制度、商品房预售制度、土地储备制度入手实施改革。%The regulation of real estate in our country has experienced five stages:support, caution,inhibition,support again,inhibition again.Those measures play a certain effect in the short term,but take no efforts on establishing a mechanism to focus on long-term development of the real estate market.As the policies constantly changed,market expectation is effected,making the real estate market hard to keep a long-term stable development.In order to establish a long-term mechanism of a healthy operating real estate market,we must take a deep reform from the national level,take a reform from the view of system including housing system,land system,tax distribution system,financial system,fiscal and taxation system,the real estate project capital system,the pre-sale commercial housing system,and the land reserve system.
