It is necessary to improve the technology innovation system, construct the re - innovation long - term effective mechanism , optimize the re - innovation policy environment, establish the re - innovation input mechanism and push diversified re - innovation modes ect.%近年来,辽宁技术引进消化吸收再创新取得了显著的成效,但仍存在企业引进消化吸收再创新的比重较低、技术引进方式和结构不合理、引进关键技术的消化吸收能力不强、对知识产权保护重视不足、消化吸收缺乏内在动力等问题,需要从改善科技创新体系、构建再创新长效机制、优化再创新政策环境、建立再创新投入机制及推进多元化再创新模式等方面加以解决.
