我国激励科技人才创新创业的实践及路径选择

摘要

The exploration and practice to motivate scientific and technological personnel to innovate and start an undertak -ing includes the construction of the national innovation system and the propulsion of the S&T system reform in macro level .And it also includes recruiting , assisting, and recommending talents in the operational level.But there is still a certain lack.To solve these problems , the article proposes the solutions such as increasing financial support , strengthening the top-level design and coordination , optimizing the technology institutional mechanisms to strengthen the incentives , and focu-sing on the material , mental, evaluation and development incentives.%总结近年来我国激励科技人才创新创业的探索与实践，已在国家创新体系构建和完善、科技体制改革推进，以及在操作层面上的引才、助才和荐才等政策措施方面积累了一些经验，但仍存在着投入力度不足、合力推动需求与离散的管理体制矛盾、缺乏激励创新及政策的长效机制等问题。提出加大资金支持力度、加强顶层设计和综合协调、优化科技管理体制机制、注重对科技人员综合激励等路径选择的策略建议。
