基于模糊物元分析法的区域知识产权战略绩效评估研究--以陕西省为例

摘要

Firstly,using the system thinking as a guide,and applying the objectives management and performance evalua-tion theories,the initial indicators are found by interpreting the regional intellectual property strategy.Secondly,the prima-ry indicators are improved by the analysis of existing relevant literature and Fishbone Pictured tool.Thirdly,the correspond-ing evaluation indicators are screened out by in -depth interviews with expert advice law.Then,the implementation per-formance indicators of regional intellectual property strategy are explored from the five respects of creation,utilization,pro-tection,management and services of intellectual property.According to the fuzzy matter element analysis method,the eval-uation model is established and verified by the corresponding data in Shaanxi Province.%以系统思想为指导，重点应用目标管理与绩效评估理论，解读被评估区域知识产权战略，抽取出该区域知识产权战略绩效评估的初选指标；运用文献分析法，参考国内外相关文献，以鱼刺图为分析工具，完善初选指标；应用深度访谈与专家意见法，结合区域知识产权战略实施现状，针对被评估区域地方特色，筛选出相应的评估指标。最终从知识产权的创造、运用、保护、管理和服务5个方面构建区域知识产权战略实施绩效评估指标体系，运用模糊物元分析法建立评估模型，并以陕西省为例，借助2013年数据验证模型的可用性。
