安徽省军工企业技术创新效率评价研究

摘要

基于随机前沿分析方法，以2010—2012年数据为样本，测算并分析安徽省8家军工企业技术创新效率状况。实证结果表明：（1）安徽省8家军工企业的技术创新效率平均水平较低，小于0．6且呈下降趋势；（2） R＆D 活动人员投入对创新效率的提升有负面作用，新产品销售收入的增长主要依靠科技活动经费的投入来实现；（3）个体差异分析显示安徽8家军工企业的创新投入存在规模不经济的现象。因此，军工企业应加强经营管理、优化创新要素投入结构、强化创新效率意识以提升技术创新效率。%This paper draws a sample of eight military enterprises in Anhui province from 201 0 to 201 2,and analyzes their technology innovation efficiency by using SFA method.The empirical results show that the average technology innovation ef-ficiency of eight military enterprises is less than 0.6 and has a downward tendency.R&D expenditure has a negative effect on the improvement of the innovation efficiency,while the sales revenue growth of new products mainly relies on the in-creased expenditure of S&T activities funding.Individual difference analysis indicates that the innovation inputs of eight military enterprises generally appear to be diseconomies of scale.Therefore,military enterprises should strengthen operating management,optimize the structure of innovation inputs,and strengthen the awareness of innovation efficiency so as to im-prove the technology innovation efficiency.
