科技对于整个社会经济的发展起着至关重要的作用。而由国情和政策决定着,中国高校不管在区域还是国家科技创新活动中都扮演着非常重要的角色。随着科教兴国等战略的实施,中国高校在科技创新领域获得了大量的资金投入和人力投入。在投入日益增长的背景下,如何加强高校科技创新能力,充分发挥高校的创新力量,加快高校科技成果转化效率,成为了重中之重。运用 DEA -BCC 方法,对全国高校2005—2013年的科技投入与产出数据进行分析,在此基础上,将中国高校细分为“211及省部共建高校”、“其他本科高校”和“高等专科学校”,并将这3个部分逐一进行讨论,将结果进行对比分析,找到各类学校在高校科技投入与产出效率上的问题,给出发展政策建议。%Technology plays a very important role in the development of the society and economy.Because of the policies in China,universities play an important part of the national and local hi -tech activities.As the policy of “Rejuvenating the country through science and education”is implemented,universities achieve more and more funds and human re-sources.It’s important to know how to improve the ability of hi -tech innovation,develop the power of hi -tech innovation and also accelerate the transform from the technology to the benefit in China’s universities.Based on the statistics data from 2005 to 2013,DEA -BCC model is used to analyze the S&T resource input -output effectiveness of universities in China.And we also classify the universities in three groups - ‘211 and provincial jointly universities’,‘the other univer-sities’,and ‘colleges’,and analyze the effectiveness of each group.And then we will recommend what each group should do in the future to raise the S&T resource input -output effectiveness.
