科技报告服务中的知识产权平衡机制

摘要

建立科技报告服务中的知识产权管理机制,平衡科技报告服务与知识产权保护之间的利益关系,是实现科技报告服务的关键.通过对科技报告服务现状和特点进行分析,提出科技报告服务中的知识产权风险和知识产权平衡管理的现实需求;通过对科技报告知识产权属性进行理论分析,提出科技报告服务中的知识产权平衡管理机制.要在科技报告服务中实现全流程知识产权管理,将合理使用和授权许可相结合,扩大权利人选择权,建立科学的分级服务方式,实现科技报告权利人利益和公共利益之间的平衡.%It is the key content of scientific and technical report service to estabhsh the management mechanism of intellectual property,to balance the interests between the service and the intellectual property protection.Through the analysis of the status and characteristics of the service,this paper puts forward the intellectual property risk and requirements for balance management mechanism of intellectual property.Based on the theoretical analysis of the intellectual property rights of scientific and technical report,this paper puts forward the balance mechanism of intellectual property in the service process.
