近年来,土地经营权规范及流转已在全国不少地方试点,发展土地经营权相配套金融服务和抵押贷款成为必然和要求。本文介绍了当前农村土地经营权抵押贷款开办的现实需要以及土地经营权抵押贷款的法律依据,分析了在开办土地经营权质押贷款中操作上的问题,提出了发展土地经营权抵押贷款政策建议,具有较强的现实意义。%In recent years,the pilot has been advanced about the norm and transfer of land management rights in many county.To improve the land management rights,It is inevitable of developing financial and mortgage services.This article describes the current environmeng and Legal basis of implemengt land managemeng rights mortgage,and Analysis of problms about operation the mortgage of land management rights,and propose policy recommendations of developing land management right mortgage loan.It has a strong practical significance.
