煤矿企业安全文化水平综合评价及改进策略

             

摘要

煤矿企业安全文化的作用日益明显,安全文化水平的高低与企业安全水平及安全绩效有着密切关系.为了有效衡量企业安全文化水平的高低,基于M(1,2,3)模型的评价方法对案例企业的安全文化水平进行了模糊综合评价.结果表明:案例企业安全文化水平较高,但是仍有改进空间,安全管理文化建设是该企业安全文化改进的重点内容;应该通过激励和监察并行的措施,规范员工的不安全行为,从而改善案例企业的安全管理文化;注重员工安全意识的培养,提高企业的安全观念文化;进一步规范"三违"行为,提高企业的安全行为文化;加大安全投入,改善工作环境,提升设备安全性,提高安全物态文化,最终实现该企业安全文化水平的整体提高.%The role of safety culture in coal mine enterprises is becoming more and more obvious, and the level of safety culture is closely related to the safety level and safety performance. To effectively measure the level of safety culture, this paper makes a comprehensive evaluation of the safety culture level of case enterprises by using M(1,2,3)model. The results show that the case enterprise safety culture level is higher, but there is still room for improvement. Safety management culture construction is the important content of the improvement of safety culture of the enterprise, and the unsafe behaviors of employees should be regulated through incentive and supervision, so as to improve the safety management culture of the case company; pay attention to the training of employees’safety awareness to improve the safety concept of enterprise culture; further standardize the "three violations"behavior to improve the safety behavior culture of the enterprise; increase the safety investment to improve the working environment, improve the safety of equipment, improve the safety culture, and finally achieve the overall improvement of the safety culture level of the enterprise.
