重点监控企业自行监测及信息公开制度的完善

摘要

National specially monitored enterprises should be responsible for promoting environment self-monitoring and information publication.According to the“Self-monitoring Inspection of Pollution Source among National Specially Mo-nitored Enterprises”,these enterprises have drawbacks on weak implementation of self-monitoring,poor factuality of moni-toring results,imperfection of information disclosure system and lack of monitoring capacity construction,etc.Thus,this pa-per contributes several effective suggestions of improving related regulations,performing government functions,reinforcing company management,and finally realizing the target effects of the system.%国家重点监控企业开展环境自行监测及信息公开是其履行法定义务及社会责任的应有之义。根据“国家重点监控企业污染源自行监测情况检查”①结果，重点监控企业存在着自行监测执行力弱、监测结果真实性低、信息公开制度不完善及监测能力建设不足等问题，因此应当完善相关法律规定，发挥政府作用，加强条件建设和企业管理，实现制度效果。
