青海省收费公路建设市场化融资问题政策建议

摘要

通过分析研究青海省高等级公路建设融资的现状，明确了建设融资过程中存在的主要问题，针对问题进行了成因分析；在综合研究建设资金需求和资金来源的基础上，分析了青海省高等级公路建设资金供求趋势；调查、研究和总结了国内部分省市的公路建设融资经验，并对青海省可借鉴的融资方式进行了可行性分析；立足青海省的实际情况设计了青海省高等级公路建设融资方案，并对所设计的方案进行了可行性分析，同时也对融资方案实施过程中可能面临的困难及问题进行了研究；构建了青海省高等级公路建设融资方案动态保障体系，以保障融资方案的有效实施；给出了青海省收费公路建设市场化融资问题政策建议。%Through analyzing the present situation of highway construction financing of Qinghai province, the paper finds out the main existing financing problems in the process of construction and analyzes the causes;Based on the comprehensive study of construction funds needs and sources,it analyzes the supply and demand trend of highway construction funds in Qinghai province;By summarizing the experience of highway construc-tion financing in some provinces and cities of China after carrying out surveys and researches,the feasibility of financing ways has been studied which Qinghai province can make a reference to;On the basis of the actual sit-uation of Qinghai province,it designs Qinghai province highway construction financing plan and makes feasibil-ity study while studying the difficulties and problems in the implementation process of financing plan;It estab-lishes a dynamic security system of Qinghai province highway construction financing plan so as to guarantee the effective implementation of the financing plan and puts forward the policies and suggestions about the problems of market financing construction of toll roads in Qinghai province.
