智能电网示范工程项目评估的模糊层次分析法

         

摘要

Smart grid demonstration project is an important basis for the investigation of smart grid construction mode and the verification of related advanced technologies. Based on the smart grid demonstration projects in Sino-Singapore Tianjin Eco-city,an evaluation system for a SMART-rules based smart grid demonstration project is proposed in this pa?per. Firstly,the smart grid demonstration projects are summarized both at home and abroad. Secondly,the evaluation indexes are proposed from the prospects of technology,society,economical efficiency and applicability,which incorpo?rates the analytic hierarchy process(AHP)and fuzzy evaluation method to calculate the weights of indexes. Finally,the feasibility of the proposed evaluation system is verified through the evaluation on the construction of typical demonstra?tion projects in Sino-Singapore Tianjin Eco-city. The research in this paper can provide reference for the construction of smart grid demonstration projects in China.%智能电网示范工程项目是探索智能电网建设模式和验证智能电网相关先进技术的重要平台.为此,基于中新天津生态城智能电网工程项目的实际建设,提出了一种基于SMART准则的智能电网工程项目评价体系.首先,总结和梳理了国际国内智能电网示范工程项目;其次,从技术性、社会性、经济性和实用性提出了中新天津生态城工程项目评估指标,并将层次分析法和模糊评价法相结合用于求取指标权重;最后,通过中新天津生态城的典型示范工程项目建设评估,验证了所提的评价体系的可行性,以期为我国智能电网示范工程建设提供借鉴.
