挪威作为北欧高福利国家,在普及学前教育公共服务方面取得了显著成效,这缘于挪威建立了保障儿童受教育权的惠及制度、责任主体明晰的管理体制、多元协同的供给机制、制度化的财政保障体系、以目标为导向的质量保障体系.借鉴挪威高质量普及学前教育的经验,我国普惠性学前教育公共服务体系的建立需要以法律的形式确保学前教育政策的规范与到位,健全学前教育公平与激励机制,建立以政府为主、社会多元力量参与的教育质量监测体系.%As a Nordic high-welfare country, Norway has made remarkable achievements in universalizing preschool education. These five causes are as follows: Norway has established a system to protect children’s right to education, clear management system for responsible entities, multi-coordinated supply mechanism, institutionalized financial security system, and goal-oriented quality assurance system. Learning from Norway's experience of universalizing preschool education, China needs to ensure the standardization and preschool education policy in the form of law, improve the preschool education equity and incentive mechanism, establish an education quality monitoring system with the government as the main force and multiple forces in society.
