南方电网西电东送两部制输电定价机制探讨

摘要

There is no substantive changes of network structure and power flow pattern in CSG during“Twelfth Five Year Plan”period,the existing network (point)to network transmission price mechanism grad-ually exposed some problems.So it should be changed into two-part tariff mode in the future.The capacity price and electricity price forming mechanism is analyzed,short-term and long-term transmission cost alloca-tion is designed.The electricity price is still borne by the purchaser,capacity price is shared by both sides and gradually expand the capacity cost proportion and send power allocation proportion.%南方电网“十二五”期间跨省（区）网架结构和西电东送格局没有实质性的变化，但是现行网（点）对网输电价格机制逐渐暴露出一些问题，因此未来电价模式应向两部制输电电价体系转变。在分析了容量电费用和电量电费比价关系的基础上，设计了一种近期和远期输电费用分摊方案，方案中电量电费仍由购电方承担，容量电费由送受电双方共同承担，并在今后逐步扩大容量电费比重以及送电方分摊比重。
