The development of rural construction land is the key to improve the land efifciency and enhance the comprehensive strength of the city.This paper analyzes the situation of rural construction land in guangzhou to research the restrictive factors and strategies.The results show that the absence of policy,the lack of power of the investment operators,lack of lfexibility in planning and the low efifciency of the examination are the key factors that restrict the development of rural construction land.Therefore,making the classiifcation process,relaxing the examination and approval authority and giving the beneift to the stakeholders are the key to solve the problem.%村镇建设用地再开发是提升我国土地综合利用效率及城市综合实力的关键。文章通过分析广州市村镇建设用地再开发过程中存在的政策缺位、规划缺位、行政效率不足及投资运营商动力不足等问题,提出以政府部门为突破口,制定分类处理的工作方案、适当放宽审批权限及充分地让利于利益相关者是解决问题的关键。
