实施HSE行为预警观察，防止人的不安全行为

摘要

The experience of PetroChina Sichuan Dazhou Sales Company in construction of HSE pre-warning observation system was introduced. Based on the analysis of factors influencing human behavior including safety attitude, knowledge and skill, physiology, psychology, environment and management, standard behavior pre-warning observation system was constructed, and ＂HSE behavior pre-warning observation board＂ was created, which was used to evaluate human＇s unsafe status, and to reflect the reasons leading unsafe behavior, and through the intervention control to prevent unsafe behavior.%介绍了中国石油四川达州销售分公司对构建HSE预警观察体系的探索。通过分析影响人的不安全行为的态度、知识技能、生理、心理、环境和管理等因素，构．建预警观察标准体系，创制“HSE行为预警观察看板”，快速测评人的不安全状态，直观反映导致不安全行为的原因，通过干预控制，防止不安全行为的发生。
