基于海洋环境保护视角的海洋功能区划评价问题研究

摘要

Marine functional zoning is a kind of marine management method based on marine envi-ronmental protection.But in the process of ocean development,its environmental protection func-tion has been weakened.This paper deeply analyzed the relationship between marine functional zoning and marine environmental protection,and analyzed the existing problems of marine envi-ronmental protection,and put forward some suggestions on the development and protection of marine environment.%海洋功能区划是加强海域使用和海洋环境保护而采取的一种管理手段,但在海洋开发过程中其海洋环境保护作用正不断弱化.文章深入分析海洋功能区划与海洋环境保护之间的关系,并从海洋环境保护视角出发剖析目前海洋功能区划存在的不足,提出科学划分区划的海洋开发与保护格局、加强区划对海域开发利用方式的转变、实施分类分区的海域生态系统等建议,以强化海洋功能区划的海洋环境保护作用.
