排污许可证中污染物排污量核算方法分析

摘要

污染物排放总量控制，是满足一个区域的环境质量要求的重要抓手，是我国基本环境政策之一。排污许可证是污染物排放总量控制中“量”的载体，排污许可证制度是实施污染物总量控制的有效途径。现有的管理制度，已经不能适应经济发展的要求。本文通过对2008年颁布实施的《内蒙古自治区排污许可证管理办法》（试行）中排污许可证的材料进行分析，找出现有污染物控制量核算方法中存在的问题，提出合理化建议。%Pollutant emission control is an important and powerful point to meet the requirements of the environmental quality of an are-a,it is also one of the basic environmental policies. Discharge Permit is carrier of quantity in pollutant emission control,permit system is an effective way to control the implementation of pollutant. Existing management system has been unable to meet the requirements of economic development. This thesis based on material of the promulgation in 2008 " Inner Mongolia emission permits administration instrument"(in-terim)to analysis and identify the problem of existing pollution control quantity accounting ,and make reasonable suggestions.
