我国煤层气开采利用现状不容乐观，存在扶持政策落实不到位、煤层气抽采难度增大、煤层气和煤炭矿业权制度不完善、煤层气利用受限制等问题。建议从以下几个方面促进我国煤层气开发利用的进程和产业化发展：(1)理顺煤、气资源开发主体；(2)增强经济政策的扶持力度；(3)加强理论研究和基础设施保障；(4)完善法律和标准体系建设。%The main problems that China faces in coal-bed methane development and utilization at present include the following:support policies to implement are not in place;it has become more dififcult in extracting coal bed gas;mining right system relating coal and coal-bed gas is imperfect;and the utilization of coal-bed gas is restricted. On account of this, this paper proposes some measures required for improving the process of coal-bed methane development and utilization, as well as industrial development. These measures lay emphasis on the following:straightening out the main body for coal gas resources development;increasing the support of economic policy;strengthening the theory study and infrastructure assurance;and developing laws and standard system construction.
