The features of high-speed railway scene, including fast UE moving speed and very high UE effective altitude, have important influences on the designing of high-speed railway network. Based on radio propagation theory, the root cause is illustrated and a link budget method suitable for high-speed railway scene is proposed. In addition, combined with the link budget result, the application value of one logical cell (OLC) in high-speed railway scene is quantitatively analyzed and researched.%高铁场景的特殊之处除了UE移动速度快,还有UE有效高度被大幅提升,这些都对高铁网络设计有着重要影响。在结合无线传播理论知识阐明其原因的基础上,提出了分场景的高铁链路预算方法,同时结合链路预算结果,对小区合并功能在高铁场景中的应用价值进行了定量分析与研究。
