煤矿企业安全成本的优化研究

摘要

To direct at the current serious safe production situation of coal mining enterprises in our country and based on the comprehensive consideration to the safety and economy, in this paper, the safety costs was divided into guarantee safety cost and loss safety cost, the safety cost index was introduced for analyzing and evaluating the safety cost, the determination method for the safety degree of coal mining enterprises was given, the function model of safety cost index and safety degree and the computation formula for the optimal safety cost index were established, and based on the actual safety degree and safety cost index and the optimal safety degree and safety cost index, the analysis method for the optimal safety cost of a coal mining enterprise in a given statistical cycle was thus put forward, all of these can be not only used to evaluate the rationality of the safety cost input of a coal mining enterprise in a given statistical period, but also provide the reference basis for the safety cost input budget of the coal mining enterprise in the next statistical cycle.%基于安全性与经济性的合理统一，将安全成本分为保证性和损失性两大类，引入了安全成本指数这一分析评价指标，给出了煤矿企业安全度的确定方法，构建了安全成本指数与安全度的函数模型，以及最优安全成本指数的计算式，依据实际安全度和安全成本指数、最优安全度和安全成本指数，进而提出了煤矿企业在一定的统计周期内的最优安全成本分析方法，不仅可以评判本统计周期内煤矿企业安全成本投入的合理性，而且还为下一个统计周期预算投入的安全成本提供参考依据。
