高等级生物安全实验室环境风险及防范对策建议

摘要

目的 针对生物安全实验室建设存在的“未批先建”、环境防护距离不够、安全管理体系不健全等问题,提出加强高等级生物安全实验室环境风险防范的建议.方法 结合“十一五”国家科技支撑计划课题研究成果,通过对近年来环保部审批的高等级生物安全实验室项目进行回顾性评估,分析了生物安全实验室存在的环境风险.结果与结论 为了推进高等级生物安全实验室环境风险防范工作,应进一步严格执行并完善环评手续、优化项目选址、加强风险应急防范、建立国家级综合管理体系.%Objective To offer solutions to problems existing in the construction of high-level biosafety laboratories (BSL),such as incomplete (EIA) procedures,inadequate environmental safety distance,imperfect safety management system.Methods On the basis of reviewing the construction status of high-level BSLs whose EIA statements were approved by Ministry of Environmental Protection,the paper analyzed the environmental risks facing BSLs.Results and Conclusion To strengthen the environmental containment of high-level biosafety BSLs requires strict implementation of the EIA procedures,optimization of project locations,improvement of the risk emergency level and establishment of the national comprehensive management system.
