矿产资源集约利用评价体系及典型铁矿区实证研究

     

摘要

A comprehensive evaluation system of three elements"driving force-behavior-benefit" for intensive utilization of mineral resources is constructed,and the system includes three first grade indexes,9 second grade indexes and 21 third grade indexes. The analytic hierarchy process (AHP) is adopted to determine weights of evaluation indexes. According to the charac-teristic root method,the relative weight is calculated and with the analytic hierarchy process (AHP),the weight of the layer relative to the upper layer from the highest to the lowest is obtained so as to calculate out the total weight of the top layer by the strategic layer. The double limit of dimensionless method with"satisfaction-standard value" are applied to make the dimension-less processing on the index. The verification from three typical iron mining area shows the comprehensive score sequence of in-tensive utilization of mineral resources for the three mining area. With the use of this comprehensive evaluation model,the in-tensive utilization degree of different mining area at the same time can be contrasted in four levels of the strategy layer,index layer,criterion layer and target layer. It also can be used for multiple mining area. The evaluation system is flexible and diversi-fied in form,with good application promotion value.%构建了"驱动力—行为—效益"三元矿产资源集约利用综合评价体系,该体系包括3个一级指标、9个二级指标和21个三级指标.主要运用层次分析法确定评价指标的权重,根据特征根法计算相对权重,采用层次分析法从最高层向最低层逐层确定下一层次相对上一层次的权重,从而计算策略层对最高层的总权重.运用"满意值-标准值"的双限型无量纲化方法对指标进行无量纲化处理.选取3个典型铁矿区进行实证研究,得到3个矿区矿产资源集约利用综合评分排序.利用这个综合评价模型可以同时比较不同矿区在策略层、指标层、准则层以及目标层等4种层次的集约利用程度,也可以用于多个矿区集约利用程度比较.该评价体系形式灵活多样,具有较好的应用推广价值.
