新疆生产建设兵团卫生人力资源配置公平性分析

         

摘要

Objective:To analyse the equity of health human resources allocation of Xinjiang Production and Construction Corps from 2006 to 2015,to provide scientific evidence of regional health plans and health resources allocation standards.Methods:We analyzed the equity of health workers,doctor and nurse resources allocation of the past 10 years from the point of view of population and economic development level by applying Gini coefficient and Lorenz curve.Results:In the past 10 years,according to the population distribution of the Gini coefficient,the number of health technicians,doctors and nurses of Corps were mostly lower than 0.2.According to the level of economic development,health technicians and nurses of the Gini coefficient were lower than 0.2,and doctors at 0.15-0.25 between.Conclusion:We should focus on the changes of population and economic development of Corps,pay attention to the regional health planning and health resource allocation standard of Corps,Strengthen the equity of health human resources,especially the doctor configuration of Corps.%目的:对2006-2015年新疆生产建设兵团卫生人力资源配置的公平性进行分析,为新疆生产建设兵团的区域卫生规划和卫生资源配置标准提供科学依据.方法:采用基尼系数和洛伦兹曲线对新疆生产建设兵团近10年卫生技术人员数、医生数和护士数从人口和经济发展水平的角度进行分析.结果:兵团近10年卫生技术人员、医生和护士按人口分布的基尼系数大都低于0.2;卫生技术人员和护士按经济发展水平的基尼系数均低于0.2,而医生处于0.15-0.25之间.结论:应该关注兵团人口和经济发展水平的变化,注重兵团区域卫生规划和卫生资源配置标准研究,加强兵团卫生人力资源尤其是医生配置的公平性.
