我国农业科技成果转化的障碍因素及对策研究--基于吉林省的调查

摘要

Transformation of agricultural scientific and technological achievements is the bottleneck to put the achievements into use. It is very important to improve the level of agricultural modernization. The research made a thorough investigation concerning the institutes of agriculture, grass-roots agricultural technology popularization organizations, new operations in agriculture and the farmers in Jilin province. The investigation showed that lacking useful achievements, the low efficiency of transformation and difficult in protection of agricultural intellectual property were the three problems. The obstacle factors were deeply analyzed in the paper. At last, some useful suggestions and countermeasures were put forward, such as reforming management system of the agricultural science and technology and the agriculture technology extension system, improving the agriculture scale management, strengthening the intellectual and property right protection in agriculture, constructing the trading platform of agricultural scientific and technological achievements.%农业科技成果转化是将农业科技成果运用于生产的关键环节，对于提高我国农业的现代化水平具有重要意义。文章在对吉林省农业科研院所、政府农技推广机构、新型农业经营主体和农户进行调研的基础上，指出我国农业科技成果转化存在有效科技成果供给不足、农业科技成果转化率低和知识产权保护难度大等三大突出问题，并对科技成果转化的障碍因素进行了深入剖析，提出了加快推进农业科技管理体制和农技推广体系改革、稳步推进农业规模化经营、加强农业知识产权保护、大力加强农业科技成果交易平台建设等建议。
