我国地方政府开放数据的进展、问题与对策

摘要

开放政府数据研究旨在推进开放政府建设和大数据战略.文章利用文本分析与案例研究法对我国地方政府开放数据准备、实施以及成效进行调查与分析,建议我国地方政府开放数据从三方面优化:建立与优化开放数据制度体系、升级开放数据门户、深化开放数据的社会化应用.%Studies on Chinese local governments'open data could contribute to the construction of open governments as well as the promotion of China's big data strategy. Adopting both methods of discourse analysis and case study, this paper makes an investigation on Chinese local governments'open data policies and portals,focusing on their progress and problems. In the end,it proposes that Chinese local governments should build up an optimized system of open data,update their open data portals regularly,and deepen the social use of open data.
