明代治河较前代所受牵制更多，既要防止黄河对运道的冲阻，又要防止南徙威胁凤阳的皇陵。因此决定了治河要有巨大的财政保障。治河的费用除了政府财政拨款、沿河各州府库银调拨，甚至挪用军饷、于沿河耕种田地征租来作为治河费用来源。费用分配主要有工费、料费、工程耗费三个方面。明中后期的河道稳定及治沙成效与费用投入的加大有着直接关联。%The governance to the Yellow River in Ming Dynasty was more difficult than previous dynasties, not only to pre-vent the canal block by the Yellow River but also to prevent the river diversion to the imperial tomb in Fengyang. There-fore, especially attention was paid to the governance of the Yellow River, including huge financial support. In addition to the government finance, the financial allocation for each province along the river, even military salaries and the cultivated land rent were served as the river governance cost with more than one million and six hundred thousand silver. The alloca-tion of the cost include three main aspects:labor cost, material cost, and engineering cost, with strict stipulation, which ensured the stabilization of the Yellow River and desertification control in late Ming Dynasty.
